From an economical perspective the imposition of Stage 1 water restrictions on the Victorian public is ludicrous. If the Government is trying to achieve the attainable goal of replenishing our available water supply, there is another - in my view - more effective method. This alternative is quite simple: raise the price of water marginally. By doing this, everyone will be forced to at least reduce, if not manage, their water consumption. Many will probably refrain from using it indiscriminately.
Of course, there should be subsidies provided for those who - in this process of implementation - are unable to have water for basic necessities, due to financial reasons. Critics are bound to raise the issue of the rich. Iím not suggesting that the rich be exempted; their water ďtaxĒ could be adjusted according to income levels. The middle-class would also be bound by such an action.
There are a couple of positive aspects to be noted here. Raising the price of water will automatically lead the general public to develop and commonly use, water recycling or conservation systems. Itís a matter of adaptability. Humans are quick to change if the need calls for it, and this is most definitely a good sign.
As the recent wildfires in Canberra have reminded, water is precious and if basic priorities arenít followed voluntarily, this ďtaxĒ might be the only option for sustainability.
Currently, we are relying on a Neighbourhood Watch for water abusers, and this is likely to be unsuccessful. So if we truly want our reservoirs full to the brink, we should all be somewhat happy to have our pockets dug into. Australia is the driest continent on Earth, expecting lush greenery everywhere is unrealistic, to say the least. Letís fire up the water debate again.
